Housing Manager

Reports To: Director of Program Services

Based at: Headquarters

Status: Full-time, Non-Exempt

Job Purpose: The Housing Manager is responsible for the management and expansion of the housing services at Home of the Sparrow. This includes but is not limited to the Affordable Housing Program, Community Rapid Re-Housing Programs, and the Subsidized Apartment Program.

Key Responsibilities:

  • Oversee the overall operation of Home of the Sparrow’s Housing Programs, including the Affordable Housing Program, Rapid Re-Housing Program, Domestic Violence Rapid Re-Housing Program, Transitional Shelter Rapid Re-Housing Program, Tenant Based Rental Assistance Program and Subsidized Apartment Program.
  • Work with Property Management staff to maintain the Affordable Housing Program and Subsidized Apartment Program properties.
  • Provide supervision for all Housing Coordinators as assigned and ensure that all services and provided by staff members are compliant with standards, and accurately reflect the policies and procedures of the organization and best practices.
  • Provide training to new housing staff regarding program paperwork, biopsychosocial assessments, individual treatment plans, billing standards, HMIS data quality, and DLA assessments.
  • Provide case management, client-centered consultation, and community support services to Housing clients if short-staffed or if caseloads become too large for housing coordinators.
  • Meet regularly with Grants team and Director of Program Services to ensure all grant-funded housing programs are spent down in the time frame of the grant and ensure client PIT count and fund usage requirements are met.
  • Works with the Quality Improvement Manager and Director of Programs to discuss and approve CARF standards for the shelter and oversees the implementation once CARF accredited.
  • Assist the Director of Program Services with oversight on the development of new housing programs; review and approve policy and procedure manual.
  • Review completed biopsychosocial assessments and individual plans to ensure that client details and diagnosis are correct prior to Director of Program Services (LCSW) final approval.
  • Meet with Director of Program Services for supervision at least monthly.
  • Attend and fully participate in all Team meetings.
  • Attend and fully participate in Manager Meetings.
  • Attend and fully participate in all scheduled trainings as required by Agency.
  • Monitor Housing staff needs and participate in hiring and orientation of new staff, corrective action, and termination as necessary.
  • Participate in senior staff on-call rotation, and complete other senior staff duties as assigned.
  • Relate positively to the community, representing HOS in a positive manner at all times.
  • With the Director of Program Services, Complete monthly and quarterly reports and outcome data as required.
  • Participate in agency reviews and audits.
  • Complete billing for Mental Health Board.
  • With the Quality Improvement Manager, monitor and manage data reporting for HMIS.
  • Ensure program manual procedures are updated for Affordable Homes, Transitional Apartments and Rapid Re-Housing.
  • May be required to work evenings or weekends to meet the client or staff needs.
  • Other duties as assigned.

Knowledge & Skills:

  • Strong written and verbal communication skills.
  • Previous experience working with high-barrier populations.
  • Supervisory experience preferred.
  • Good problem solver and strong attention to details.

Supervisory Responsibility:

  • Supervise all Housing Coordinators.
  • Supervise Landlord Engagement Specialist

Physical Demands:

  • Ability to lift up to 30 pounds.
  • Balancing, stooping, kneeling, crouching, crawling and reaching are required.
  • Sitting, standing and walking for extended periods of time.

Qualifications:

  • Bachelor Degree Required.
  • Master Degree Preferred.
  • 1 to 2 years of supervisory experience Required.
